The museum was appointed by a resolution of the Ostrów Mazowiecka City Council in April 2016, the same resolution also bestowed the museum statute. In May 2016, the town purchased land along with the family home of Maria Pilecka (née Ostrowska), wife of Captain Witold Pilecki, and subsequently allocated it for the use of the Pilecki Family House Museum.
In December 2016 the deputy Prime Minister and Minister of Culture and National Heritage Piotr Gliński signed an agreement with the Ostrów Mazowiecka Mayor Jerzy Bauer for the joint management of the Pilecki Family House Museum. The agreement annexe from 11 July 2019 registered the museum as a cultural institution run by the Ministry of Culture and National Heritage, while the joint management agreement was extended until 2030.
The cost of the museum construction and the creation of the permanent exhibition came to a total of over 13,5 mln PLN, from which over 90%, that is, almost 12,4 mln PLN (over 8 mln for the investment and 4,4 mln for the permanent exhibition) was provided by the Ministry of Culture and National Heritage. The museum is located in the original family home of Maria Pilecka (née Ostrowska), Witold Pilecki’s wife. The house was renovated using funding from the European Union.
The main goal of the Pilecki Family House Museum is to present the figure of Witold Pilecki, preserving and maintaining both material and nonmaterial heritage linked to his life and activity. This includes but is not limited to popularising the values and traditions of Polish Independence he represented. Another goal of the Museum is to document and popularise the history of the region of Ostrów Mazowiecka and North-Eastern Masovia, including the care over historic buildings. The museum carries out its mission through a permanent exhibition, publications, ongoing research of its expanding collection, and by hosting exhibitions, cultural events, and workshops.
